quality tag how metadata of output list

Hi Carsten..it's me again,
I have read that quality tag is not yet supported, but how observation metadata...I'm right?

I would insert quality tag in output or input list how below:

   <sml:OutputList>
    <sml:output name="livelloInvaso">
     <swe:Quantity definition="livelloInvaso">
     <swe:quality>
       <swe:Quantity definition="http://sweet.jpl.nasa.gov/2.0/sciUncertainty.owl#Accuracy">
        <swe:label>Accuratezza relativa</swe:label>
        <swe:uom code="%"/>
        <swe:value>5</swe:value>
       </swe:Quantity> 
      </swe:quality>
      <swe:nilValues>
       <swe:NilValues>
        <swe:nilValue reason="http://www.opengis.net/def/nil/OGC/0/missing">-9999</swe:nilValue>
       </swe:NilValues>
      </swe:nilValues>
      <swe:uom code="mslm"/>
      <swe:constraint>
       <swe:AllowedValues>

Maybe is the same problem about history tag or documentation (https://github.com/52North/SOS/issues/432) ?

Now if I try to insert a sensor with the above portion of code, I receive this error :  

<ows:Exception exceptionCode="NoApplicableCode">
          <ows:ExceptionText>Quality is not yet supported</ows:ExceptionText>
        </ows:Exception>

Yes.
